Cannot: Access Internet Options; Download files; Allow 'Temporary Pop-Ups; and I've lost the Favourites Toolbar!
I think it all started with either the 'forced' download of I.E.8 - which I've subsequently reverted - or updates from AVG or Google. Anway, after several days exchanges with AVG they've given up stating 'There are no viruses in your system, try Microsoft'. All
the above went went simultaneously.
Following advice from AVG now the option to select Internet Options is no longer listed in the Control Panel pane!! I am unable to do Internet banking because their site, like so many others, has pop-ups and I cannot get
past them because the drop-down toolbar with the option to 'Temporarily allow pop-ups' has also vanished!!! So, no banking!!! I can get around the favourites; that's just annoying, but would like serious help to re-establish the I.O.
and retrieve the Pop-Ups
toolbar, ple......a.....s.....e..................! Thank you.

In additional to SysMumble's suggestion, I would contact AVG again and ask them what they did to repair the problem. If they can't do so for you, you might have to reinstall Internet Explorer or use System Restore to reverting the changes.
Running the System Restore
1. Click Start, click
All Programs, click Accessories, click
System Tools, and then click
2. Click Continue or provide Administrator credentials if necessary.
3. Click Choose a different restore point, and then click
4. Select a Date and Time prior to first sign of the issue you’ve descrembed.
5. If the date you need is in excess of (5) days click the
Show restore points older than 5 days check box.
That System Restore affects Windows system files, programs, and registry settings.
It can also make changes to scripts, batch files, and other types of executable files on your computer.
Thus, any recently installed programs,
updates, or changes to configuration will be lost if you use System Restore.
However, make note that System Restore does not affect personal files, such as e-mail, documents, or photos, so it cannot help you restore a deleted file.

Running System Update Readiness Command
On running the System Update readiness Command, it will Detect & Replace Incorrect Registry data with the Correct one. Which may ultimately Solve Cannot: Access Internet Options; Download files; Allow 'Temporary Pop-Ups; and I've lost the Favourites Toolbar! in Windows.
- Open CMD as Administrator by Simply Right Clicking on Start button > Command Prompt (Admin).
- Now Type or Copy paste "DISM.exe /Online /Cleanup-image /Scanhealth" and hit Enter,
- Now again Type or Copy paste this "DISM.exe /Online /Cleanup-image /Restorehealth" and hit Enter.
- Close the Command Prompt Window because we are done.
Try and see if you still get the same error Cannot: Access Internet Options; Download files; Allow 'Temporary Pop-Ups; and I've lost the Favourites Toolbar! in your Windows.
Note: You may be prompted to enter your administrator's password when you try to execute certain system tasks!
